Here in the US if you see someone pull up on the grass like that they're usually an EMT or paramedic or nurse off duty. It's also a law called the "Samaritan Law";if you can render aid and don't, you *could* be charged with "Failing to render aid".

Some are on their phone but a bunch of these were paying attention and thought they could make it through because the light "only just changed" or "there was no cross traffic".
