Dean was on point at the end. Zuko turned his back to the fire nation banner. I think it's mostly because if Zhao gets to Aang first, Zuko loses everything. Zuko is kind of his own faction right now.

Zuko didn’t use firebending to keep him and “the blue spirit” as separate as possible. Why suspect a firebender of doing a crime when the perp never used firebending? Plus he got to show off his skill with swords.
