I had that problem- cannot get rising sign so no but there are ways some can do it I think. My mom did not remember she said and OH Dept Records did not have any records from 1960. Weird huh? Finally- Spirit sent me the message it was 2pm. It was important I know my rising was not Libra but…..Scorpio. Made a huge difference understanding myself. Leo Sun and Leo Moon with Scorpio rising….Good luck!😊
