the aliens attacked the humans and lost. badly. before the war ends the humans want to make sure the aliens know not to do it again, so they send a spy to talk to some PoWs to check. the spy learns that these aliens know very well not to attack humans again. then reports that many PoWs in many camps feel the same way, and they can let the war end

That “private” was a spook. Intelligence agent, spy, whatever else you might know them by. His job was to get information from the prisoners without seeming to be trying to.

interesting story make sense humans demilitarized when going into space. Dont want to bring human warfare where it doesn't need to be. Behind the scenes sleeping military is always waiting for an excuse to come back. Famous example is star trek after dominion war militarization of star fleet never went away.

Not the military, only the politicians and defense contractors can start conflicts. The military can't do a thing without orders or permission.

You only heard the bit at the end then. The war happened because the xenos thought their economies were being threatened. Rather than compete honestly they tried to literally crush the competition.
