I can see both sides of the argument when it comes to Popo. The constant silent stare and smile gives off weird vibes in anybody, but once he starts talking, you get a more friendly feel from him and the stare and smile no longer feels as creepy.

Meeting Mr. PoPo isn’t any differ t than when Goku met Korrin. He learned that there is more to learn on his way to being a martial artist. Popo isn’t necessarily strong but he’s skillled. And he was teaching ultra instinct to Goku before Whis was. Pay attention to the training. He’s right. Goku has great power but he doesn’t always know how to manage it. As far as the levels of Cell and Freeza compared to this time. It’s just because of coming up with new bad guys that they continue to raise the power levels. The things that Goku and Piccolo do at the end of Dragonball make them seem Invinsible.

To answer your question as to why Mr Popo looks like a genie it’s because Akira Toriyama was influenced by the 1001 Arabian Nights film that he seen when he was a kid it later influenced his character designs during the Majin Buu arc
