Ok, so just to say this now: Joker was not SANE without Batman being around for a decade. Joker was CATATONIC when Batman was gone for a decade. At no point did Joker actively get better, hit therapist didn’t actually cure him, just like how he didn’t actually cure Harvey. The Joker just… stopped. Batman coming back did put the pep back in Joker’s step, sure, but I have no problem believing that in a world without Batman having been a factor the Joker would’ve essentially run rampant on and off in Gotham (if he decided to limit himself to just Gotham, still) until he got bored or until someone actually killed him dead. Batman just happens to make things interesting. He’s entertaining to the Joker. And the Joker is an obsessive, narcissistic monster who, while he knows morality, he rarely knows true empathy/sympathy for anyone other than himself, and even THAT’s rare.

Except he did not kill him. He paralyzed him from the neck down. Joker even remarks that Batman only had to go a millimeter further but could not do it. Joker then finds the ability somehow to do it himself (snap his own neck) laughing as he dies. The media and government do blame Batman for his death though.
