The government could crack down on this if they wanted to, but during the past ten years the flood gates have been wide open.

Most likely the scammers somehow are speaking in a way that makes it believable, social engineering tactics probably. Just like how the other reply said. Maybe in the heat of the moment, it was believable. She's 90... her mind probably isn't going to be the same as when she was younger, especially if you go over the red flags and she doesn't remember. Just tell her to call you or another trusted family member whenever she receives calls, emails, texts, or anything dealing with big money. If it keeps happening and she keeps mismanaging her money due to scams, you should probably request to take care of her finances for her like get legal authority to do so.

As suspicious a person as I am, I still got fast-talked into signing up for something relating to my electricity that immediately after just didn't feel right. I immediately canceled the credit card I had charged it to, and replaced it with a new one. It's also hard not to say "yes" to any questions someone on the phone might ask. Don't even trust it if they show up in person. I know someone that had two "IRS" agents show up saying she owed back taxes and escorted her to the bank to pull out cash. Sketchy as hell and after the fact she realized how dumb it was. But at the time she was scared. But any time you're dealing with any LE (real or imaginary), lawyer up. Don't answer questions. These scam stories are similar to each other in so many ways. I guess if a scammer contacts 1,000 people, there will be one who is a victim, because of being too trusting, or being foolish, or lonely, or declining mental faculties, or something. Then we get the news story about that one person. I get maybe 5 scam emails a day. I just delete them all.

If any legal entity calls, hell, anyone, you hang up and call that (legal) entity. To elaborate, you can _demand_ a full name, ID(/and or gov ID #), and call back number. You can even demand a certified letter, signature required, from that entity. *Anything over the phone, and even snail mail, any contact, should **_always_** be suspect!* For instance, one time a supposed investigator called me about my brother applying to their police force, and wanted information about him. I told him, give a name, ID number, and call back number, and I would immediately get back to him. He got mad, and said: "Oh, so you don't want to help your brother!" Then, he hung up. LOL! What a nut, legit or not, which I never found out. If it was legit, I am sure I would have heard from a possibly disgruntled brother about what I did, or in this case, what I did not do. At worse, I protected my bother's personal information.

It's an unfortunate situation and I feel bad for the victim. However, everyone is responsible for their actions. He shouldnt have moved the money but instead froze all his assets and accounts. Besides, sometimes the IRS cannot tell who is the scammer or victim, as anyone can allege they were duped and withdrew money early if they know they can avoid taxes. That is why IRS can't make exceptions in these type of cases.
