It references, at least in my opinion, how the new owner is protected by law for the officer's death, as he was trespassing onto his property, no matter what else he has done. Since Haw's duties were suspended for a month, he wouldn't have a right to trespass under suspicion of a crime. (that might have been referenced in the law itself, haven't checked it all)
