Sanji should atleast be higher than Marco and maybe King. Law higher than Yamato and I honestly don’t see Shanks being #1. It’s either Dragon, Blackbeard or Kaido. Mihawk should be top2-3 above Shanks below Kaido maybe.

id put shanks below mihawk since in the databooks it was stated that mihawk is looking for an opponent stronger than shanks. and kaido at one since he was stated in over 11 sources to be the strongest. and for the reason that joyboy had to return after 800 years take down kaido this proves that no one could take him down
