People all the time fail to really eval the speaking ability properly. It's not about the fumbles it's about the recovery. This is the HIGHEST level of public speaking possible and many presidents at any age(but especially Biden and Trump for that matter and many others) havent been the best top tier public speakers so mistakes in wordings or pronunciations(and also like dental issues/dry mouth which might be legit consequences of age but not a mental issue) will happen with some frequency and severity even when working from a prepared/prewritten speech from paper or a teleprompter(which obvi all modern presidents do for formal speeches like this). BUT the recovery from a fumble says it all, there are 4 general categories of recovery: 1. Lack of recovery, the fumble or mistake details the thought the mistake is never corrected or noticed. 2. Decision to move on, the speaker realizes the mistake occurred and goes on with the sentence having judged the mistake is minor or doesn't impede meaning or thinks it would be too costly to go back and correct. 3. Sentence reset, the speaker restarts the sentence from the start, this can be the correct decision if the exact phrasing is vital or you are only a couple words in. 4. Extemporaneous correction, the speaker realizes the mistake and starts live changing the sentence structure to account for the mistake and may add an additional sentence or phrase if something was missed or a key word or phrase was lacking on the correction, ironically this often leads to the messiest transcript of a speech or a single sentence with very crazy clauses and prepositions but it generally makes everything make sense. Another thing that is common is speakers having rather slow and stilted speaking styles when doing this method in order to pad in thinking time(Obama, Clinton and even George w bush all did this) SO the higher the number the more the speaker has to be sharply thinking, they need to be aware of the general concepts they are trying to speak about, any key words or phrases, how the sentence relates to future sentences and decent grammar and vocab skills. Biden rarely if ever does #1, he does do #2 a decent amount especially with proper nouns(which like is a legit strategy)(although #1 and #2 can be hard to differentiate), he does do #3 some but not a ton, but most importantly he often does #4, in this speech it happens several times where he clearly modifies verbs and sentence structures in a way that makes general sense BUT isnt perfect and definitely wasnt the way it was written. Someone who has failing faculties can essentially never do #4. Additionally, Biden doesn't use a slow/stilted speaking style like others so his live corrections are even more impressive albeit generally messier than others. Compare Trump or Sanders, Trump obviously has A LOT of #1 stalling out on ideas entirely, and then just artificially deciding to move on and never does #4. Sanders essentially always does #3, that's not necessarily an indication of lack of cognition but it doesn't require cognition and so provides no evidence of having a good level of cognition. That is the way to eval mistakes, when I was 18 doing public speaking in speech and debate I made numerous mistakes, does that mean I had dementia? No. But I could prove that I had a grasp of the concept and content by correcting myself as I went.
