The Co2 is to pressurize the blow off valve (bov). There's a spring on the top side of the valve (mounted on the boost inlet piping) that allows boost pressure to be released when the throttle is slammed shut or to regulate how much boost the engine receives. If the bov wasn't there when the throttle closed, the boost pressure would travel back to the turbo and do bad things. Likewise, it regulates the boost during a run and it bleeds off pressure to not harm the engine. With the Co2, Chief can 'help' the spring keep the valve closed so he can get a few extra pounds of boost. His engine can handle it because it's built to withstand that kind of abuse whereas a stock engine is not. Clear as mud?
