I was going to comment pretty much the same thing. If I see something like this I go on the app or website (manually through my browser). If the questionable invoice isn't there when you open the site legitimately then chances are it's fake.

I think the reason why this one works is because it's actually from PayPal. So scammer sets up a PayPal account, which allows estimates as part of the legitimate service. So scammers use this feature, then create the 'Note' to make it looks like it was a legitimate note from PayPal, not the scammer. So they add their own phone number and phish for victims. I suspect the way it works next is it'll use the note you send back to generate an actual invoice as if you've accepted the estimate. Then you'd have to go through PayPal's dispute process to deal with it. So they're exploiting an actual PayPal feature, and it's worth forwarding to the official PayPal scam/abuse address. It's why the header verification works, because they are using PayPal's system to generate the notes.

In simple terms, it appears that the scammers have highjacked the PayPal Server and piggybacked part of the server for their own use. PayPal will not wish to admit that. (a sever could be located and mirrored over several sites and countries). (I have 35 years professional IT experience with corporate customers including major banks)

@@peterw4338 Not so much, this is a legitimate service paypal provides so contractors can send out estimates for work contracts, then they can easily be converted to invoices and paid through paypal later. Nothing fundamentally wrong with the service, scammers of course will use anything they can.

There have been a lot of scams involving Paypal recently. The most convincing are the ones that actually use PayPal to send an invoice to you. They use the description/more information boxes in the invoice to make it more convincing. PayPal really needs to get on top of these scams.

I’ve had similar emails claiming to be from PayPal. But saying “payment request” and if I don’t contact them then the money will be withdrawn. I didn’t do anything, nothing was taken out of my account but I’m sure if I had contacted them the scammer would have asked me for my details and scammed me that way. Thanks. The other giveaway before even checking the email headers was the shoddy English. No-one at Paypal would say "...from billing department of Paypal". That looks like a translation of how non-English languages would word it. Also, they seem to start the sentence with "Billing department Of Paypal....", which suggests it's Eastern European, maybe Russian, since when speaking English they normally don't use the definite article "the". It's always a giveaway in their scams. They also capitalised the "Of" for some reason. So, not even remotely convincing!

This is actually being done through paypals estimating service, part of the scam is they'll convert the estimate to an invoice through paypal if you accept the estimate: | Can I convert estimates into invoices? | Convert your estimate into an invoice at any time. Your customer doesn’t need to accept the estimate through PayPal for you to convert it into an invoice. That is also why the email did in fact come from paypal. In future if you are not sure though, your security measures were not enough, at least use a virtual machine to isolate just in case the link leads to malware.

I would not put it pass PayPal to be part of this scam as they must be hemorrhaging money after their new "Terms of Service" and threats of $2,500 fines for posting something they don't agree with. I canceled PayPal within 3 minutes of receiving that threat. My understanding is it has been a tsunami of cancellations with this new TOS that PayPal then tried to lie about and say it was an error.

Having been around for many decades and familiar with banking systems, I have yet to witness a situation where any financial institution posts an estimate for goods and/or services. When asking for a loan for instance, the institution will, or did, send out a proposal, not an estimate, setting out the terms and costs after having a discussion with the individual requesting same.

All banks and building societies tell their customers they will never ever ask their customers details about their debit or credit cards. They don't need too because they have your details. The same rules apply to any payment service.

I have received three of these emails. Another way to discover that this is a scam - there is a phone number in the text of the body of the email, this text is entered by the scammer on the notes section of the invoice they are sending you to make it read more genuine - the phone number is a scam call centre. Do NOT call the phone number in the body of the email as you will be talking to the scammers, not PayPal.

Never click a link. Followers of BBB may also be interested to know that Paypal have taken to closing the accounts of people/companies whose political and social views they disagree with, on the putative basis that these views breach their 'ethical' guidelines. One of these organisations was the Free Speech Union (now reinstated after massive complaints). Since Free Speech Union defend people of all political and social persuasions whose freedom of speech has been infringed by either legal process or large corporative sanctions, you can draw your own conclusions. Loads of people are leaving Paypal as a result.

It should probably be noted that once you load up the link that goes to that specific invoice you are at some level telling the site your visiting that you got the message, and you clicked the link, and by extension that your email address is active and you were tempted enough to click the link. The VPN and TOR do not protect you from that.

I was going to say that using Tor through a VPN is a bit OTT for just hiding your real IP from a potential phishing scammer. You're quite right in that a VPN server provides a singular point of vulnerability.

depends, hopefully you have it setup the other way, so VPN is the lower level and tor is the higher level, then all the VPN knows is you are running a tor tunnel. Still not worth it, not really adding much unless your ISP does things against tor.

I had something similar happen years ago with someone trying to scam my bank details. email looked legit, was directed to opening an electronic dialogue. They kept asking me to give my details but I just responded by getting them to verify who they're talking to. "I know my name, you say you're my bank, you already know my name and address, what is my full name?, would you like to ask me my security question?"... they gave up quite quickly.

I got this email today and I was also impressed by the scammers. I also did the copy and paste email address thing and I was curious. I phoned paypal (from googling their customer service and not the phone number on the email) just to confirm and let them know. i've forwarded the email to the phishing department. My email also said it was from a verified email. I'm good at spotting scams, but this one had me thinking maybe someone hacked my paypal.

I recently received a PayPal email requesting that I confirm my identity. This surprised me as I have been with them for 4 years. I sent various details that were requested. This was evidently not accepted, because further details were requested in order to avoid having my account closed. I sent further details which were 100% confirmation of who I was with a complete profile identity. The consequence of that was that my account was closed, and all funds in the account would be held for SIX MONTHS for them to send me instructions of how to get paid. My protest at this was ignored and the account remains dead. It all seems VERY SUSPICIOUS to me. And they now have a complete profile of my identity. I was declared an unacceptable "fraud risk" and my cash flow had exceeded a regulatory amount!!

For anyone who still doesn't know, Paypal recently added a clause to their terms and conditions whereby they could help themselves to $2,500 of your money if you engaged in "misinformation." They, of course, would be the ones to decide what is and isn't misinformation. The clause has been removed after massive backlash, but nobody should be using Paypal any more.

Not just the clause that got removed. It prompted me and several others I know to remove Paypal as a future payment option.

I received a paypal text message saying my account was charged hundreds of dollars. Instead of clicking the link I checked my bank account and then logged into my paypal acct and verified the transaction had not taken place. I deleted the message.

Had this come in today. I knew it was a scam immediately but took my time to look it over thoroughly. It's a VERY good scam. Using PP itself to do it is genius, no amateur hour phishing site copy, the actual real site itself. Brilliant.

I made a comment here yesterday and was wrong. The email is from Paypal as BBB says. The trick is that the scammer is using the SELLER NOTE TO CUSTOMER section to advertise their scam centre phone number. The scammers can edit this to whatever they want. They are maipulating the paypay quote system to send this to a mailing list, but the emails genuinly come from paypal.

I think I got one of these but as I don't use Paypal or ever signed up to paypal I deleted it immediately. They obviously have no clue who their customers are ??????!!!!!

I got this very same email. I always check with the paypal site directly. NEVER CLICK LINKS ON EMAILS.

I received an email from them saying there were upcoming changes to accounts only I do not have a paypal account. I believe it was a trick to get me to 'change' my password to open account! I did email them to notify I did not have account. No phone etc. so no other form of communication with them.

When PayPal sends you a notification of upcoming changes, they usually state these can be found on their website and that you, the client, do not have to do anything.

Just received an e-mail from what appears to be from PayPal asking me to log into my account (which was closed in April 2022) stating I'm about to be charged an inactivity fee. I believe this is a fraudulent e-mail and will be alerting my bank accordingly without contacting PayPal. Is there anything else I should do? I'm convinced this is a scam because it was sent to my No.1 e-mail address as I used my No. 2 e-mail address for PayPal......

I've had two of those. They went straight in the bin. I was also surprised at how legit the email address looked but as I had not spent £650 on anything lately I didn't feel the need to look very far into it. Something that does look a bit fishy is that it appears that some scammer has been able to find his way into Paypal's system and presumably send who knows how many of these seemingly without Paypal becoming aware of it. That seems a little bit unlikely. If they are aware of it you might think they would be shouting from the rooftops to safeguard their users. Oh! just a minute though. If they did shout about it the world would know that their system is far from safe and might just abandon ship. That can't be the case, can it?

Got a few of these over last months - have only used Paypal for small amounts under $30 so when they said I owed them $900, I knew right away it was a scam. A quick Google search also warns you it's fake by how they address you as 'Paypal User'. Just block them & report phishing.
