If it was recorded in 1980 then it would have been a demo for Solo in Soho which was his first solo album released in 1980, though stylistically it sounds very much like the material on the second solo record. The third record which never appeared would have been way off at this point, post Lizzy, post Grand Slam for example.

I first heard this in 1984, Phil had a lot of demo's like this recorded at his studio in Kew, and it was one of the songs he played to Junior when they were picking tracks to work on. I think this was recorded in 1982 This was not going on the 3rd album, Phil had far too many other tracks lined up and would of written new stuff while recording, he just didn't stop!! Don't hold your breath for a box set, the worst thing that ever happened was that demo collection going to a record company, now we will never hear those great songs that Phil wanted everyone to hear.
