He literally could have just resigned months before the ethics report, laid low and found a regular job. The report would have been less likely to come out and not received so much public attention. No I believe this was a legit plan to pick him as AG and actually believed he would be AG or get a high level appointment and his problems would go away. The timing was good and he was probably lobbying for a position so he could leave the Hill before the report came out. I think he just didn't anticipate that a hacker could get the report or the attorney for the women involved would start talking to the media. He seems naive and he's not as strategic as people think he is.
