In mid-97, Shawn and HHH tried to convince Bret to beat Rocky for the IC belt when Rock had to take time off for a knee injury. It was their way of getting Bret out of the main event picture so they could, I guess, wrestle each other. The two of them were such losers. HHH was a dweeb in 97 and should have been nowhere near the top of the card. If Shawn hadnt been on all fours on Vince's desk, threatening to quit unless Vince got rid of Bret, the screwjob wouldn't have happened. It had nothing to do with money considering a month later, Vince offered Warrior a huge contract to return. You can find a copy of the contract online but searching "ultimate warrior 1997 contract."

Bret picked the right moment to turn heel and attacked the Rock resulting in a IC title match the following week. Bret was supposed to beat the Rock in that match but saw the Rock’s potential and so to protect him from HBK’s and HHH’s political bullying, Bret deliberately put the Rock over and changed the outcome to a DQ by giving the Rock the ring-post figure-4, letting the ref count to 5 and got himself DQed on purpose.
