Why? Believe it or not, aircraft can fly, so they can come from their land bases after the ship has departed. Why would you want them on the ship when it's in its home port?

Carrier aviation lands on the ship when they're out to sea. Portsmouth is a small city, and the residents would be annoyed at the noise of F35s landing, especially at night

It's STOVL so the ramp assists with the short take off of the F35B aircraft. CATOBAR was considered but fitting it became too expensive so the original ramp STOVL configuration was reverted to.
