It could be that the sheer amount of people in a country makes him lost the personal touch he brings to his cults. Maybe it would work better for him if he were to build a country out of his cult somehow. Or perhaps what he really needs its to convert the entire country into his cult. I dunno, its clearly a work in progress, but thats fine. He will figure it out eventually, no matter hoiw many countries have to fall apart in the process.
