Lagging tail makes you move last in your priority bracket so I don't think it would work(idk though), so it must have been the highly obscure iron ball item, such revolutionary strategies!

Never a goldeen but did own gastly but no be4 gen 3 so you broke your own rules twice so you didn't really beat the game.

Ash did not have a goldeen, but he did have a seaking temporarily, and I think that's fair game. Same with ghastly. Back in Kanto he travelled with a haunter, and "used" one against sabrina so gastly was fair game. I just wasn't allowed to go past evolutions ash didnt have, so no warturtle, ivysaur, etc.
