The randomizer server I play on has the rules of: if you're an engineer, you can build anything because you have the PDA - but only upgrade/repair if you're lucky enough to also spawn with a wrench. If you're any other class that spawns with a wrench, you may only upgrade and repair buildings (and you now have 200 metal to do so, I guess)

This also explained how in MVM, when you buy the max metal capacity, you pick up more metal from map's ammo boxes but still only 100 from dead teammate's ammo boxes. For those who don't play MVM, there is an esstential engineer upgrade where it increases your max metal capacity, up to 600. So if your carry capacity is 400, you get 200 from medium boxes (big ammo boxes still fully refill of course); and 300 if your max is 600. But the amount you get from dead teammates boxes are always 100 regardless of your carry capacity.

This makes sense. The buildings the engineer puts down aren't being built by him, they are self contained premade units of hardware. But upgrading or repairing them is much harder then just using a 'dispenser pack'. That requires knowledge of how they work and how to fix them, as well as complex procedures like reloading turret bullets and rockets. Any class can carry a bunch of metal or use one of the engineers inventions (yes I know they were technically invented by his ancestors), but it takes the engineers mind and expertise to be able to augment and repair. Not just anyone can bang a wrench you know.

Every class having 100 metal is actually really interesting because, in theory, Valve could have implemented a feature in which some or all classes (perhaps upon equipping a certain weapon) could drop metal for their Engineer, in the same way the Heavy Weapons Guy can drop his Sandwich to other players. I could imagine a secondary weapon for the Pyro that acts somewhat like the Widowmaker, in which the Pyro can reclaim metal by killing spies they’ve found, then dropping it for the Engie. Maybe a makeshift flechette launcher fashioned out of a flare gun and shotgun shells full of nails and scraps? Call it the Scrapmaker? This weapon would be especially interesting if, as an easter egg, the shotgun shells are full of the same materials that are depicted in the Scrap Metal in-game item/currency. Perhaps the kill icon is even a silhouette of the Scrap Metal icon. Also, as an extra special idea, the metal dropped by the Pyro could, just like the Sandwich, be picked up by enemy Engineers. This would mean that a Pyro could Pybro for an enemy engineer. That would be a whole new level of gameplay. Valve, hire me.
