Accuracy on the card for Arty is for direct fire. It does not reflect the accuracy in indirect fire.

I don't think direct fire accuracy (which is what is displayed) tracks to dispersion (which is the area of possible hits for indirect fire). 40% on direct fire is really good for HE though, can be used as an expensive 2kHE sometimes.
