Sovereignty :- It is the authority or power of a particular state to govern itself according to their own rules and regulations. Any case of conflict that arises within a territory or a state would be resolved domestically and no outside authority has the power to intervene in the situation. It establishes a relationship between the legislative and executive branch. Westphalian sovereignty was based on two principles that is - 1) Territoriality. 2) Exclusion of external factors from domestic authority structure. Sovereignty is both a general principle of international law and a principle about international law. Stephen D. Kreshner gave four meanings to sovereignty- 1) Dependent sovereignty. 2) Independent sovereignty. 3) International sovereignty. 4) Westphalian sovereignty. Thank you for this informative video.

The peace of Westphalia:- A series of peace treaties signed between May and October 1648 in the Westphalian cities of Osnabrück and Münster. The treaties ended the Thirty Years’ War (1618-1648) in the Holy Roman Empire and the Eighty Years’ War (1568-1648) between Spain and the Dutch Republic, with Spain formally recognizing the independence of the Dutch Republic. Sovereignty - lack of other authority over state other than the domestic authority (examples of such other authorities could be a non-domestic church, a non-domestic political organization, or any other external agent). Globalisation over the past years have impacted both domestic and international decesion and relations of state in every aspect (political, economical, cultural etc). It provides both opportunity and cost to the nation. Sovereignty is one the most important element of a state and globalisation has huge impact on state sovereignty as it has reduced the scopes of state Sovereign powers. Multinational corporations, media, internet and global money market are nothing but threats to state sovereignty. Due to globalisation the role of state in economic decesion have reduced , not just economic decesion but decesion related to international instruction and regional functionalism and binding decesion for member state has been reduced as well. Sovereignty refers to a supreme decision making and enforcement authority with regard to a particular territory and population.It is the enabling concept of world politics whereby states assert not only ultimate authority within a distinct territorial entity but also asserts membership of the international community. It is absolute and unlimited i.e, neither within nor outside,there is any power superior to the sovereign. Peace of Westphalia acknowledged the sovereignty of states & fundamental rights of political self-determination,hence,ending the 30 years’ war in Holy Roman Empire & 80 years’ war between Spain and Dutch republic. The concept of sovereignty-one of the most controversial ideas in political science and international law , the term was originally understood to mean the equivalent of supreme power, supreme authority within a territory. There is essentially an internal and external dimension of sovereignty.Internally, a sovereign government is a fixed authority with a settled population that possesses a monopoly on the use of force. An independent region must meet 4 criteria: Territory, People, Government, and the ability to form relationships with other countries. The Peace of Westphalia (1648) acknowledged the full territorial sovereignty of the member states of the empire. Sovereignty can be decoded into internal and external dimensions. Thomas Hobbes and Stephen D. Krasner have popularly defined sovereignty in the context of international relations. The video is informative, covers all essential topics, and provides a well-rounded lesson on the topic. Understanding the concept was easy and I find no need to worry about forgetting the matter, as it was clear and concise.

Sovereignty and Globalization as a way of getting at the big picture of international governance. What is the place of international organizations (IOs) in world politics? IOs, defined here as inclusive intergovernmental organizations, are a relatively new phenomenon in international relations. They first appeared on the scene a little more than a century ago, in a modern state system that had already been around for more than 200 years. Before the advent of inclusive IOs there had been exclusive intergovernmental organizations, such as military alliances, among sovereign states. Predating the state system altogether were important international nonstate actors such as the Catholic Church and the Holy Roman Empire. But these actors were not intergovernmental-they were not created by states, but rather existed independently of them.

The current notion of state sovereignty contains four aspects consisting of territory, population, authority and recognition.According to Stephen D. Krasner, the term could also be understood in four different ways: Domestic sovereignty - actual control over a state exercised by an authority organized within this state. Interdependence sovereignty - actual control of movement across state's borders, assuming the borders exist. International legal sovereignty - formal recognition by other sovereign states. Over the years, sovereignty has grown to be accepted as an essential element of international relations. The doctrine of sovereignty is the fundamental organizing principle of contemporary inter-State relations. It is based on the premise of mutual recognition of political independence among states, mutual co-existence, exercise of formal equality in mutual relations and the corresponding principle of non-interference in the domestic affairs of other States. It is sovereignty that confers on a State recognition by other States and gives a State the right to relate with other countries on equal footing irrespective of size. Sovereignty confers on a State the right to enter into diplomatic and trade relations with other States. It gives independent identity to the state, establish relation at the domestic realm, and gives recognition to state at the global level. Peace of Westphalia (1648) played a prominent role in the establishment of sovereignty. The treaty recognised the territorial sovereignty of the member states. It forms the basic building block for interaction among states as International Relation. Stephen David Krasner, an IR professor at Stanford University,sovereignty - four meanings or attributes: dependent sovereignty, independent sovereignty, international legal sovereignty and Westphalian sovereignty. The concept of sovereignty emerged from this treaty only which recognized full territorial sovereignty of the member states. • The issue concerning the relationship between sovereignty and international relations is not only complex, but also debatable. • As an independent entity, the STATE is defined by reference to three elements: 1. a fixed territory on which the state exercises its functions. 2. a permanent population located within the national boundaries. 3. a government through which the state puts into practice its sovereign power with the ultimate scope of regulating people's living on its national territory. • THE MONTEVIDEO CONVENTION (1933) {i.e. a treaty signed at Montevideo, Uruguay, on December 26, 1933, during the Seventh International Conference of American States and became operative on December 26, 1934.} had put the state in relation to the international law. • The state is the most important international actor along with SOVEREIGNTY not only as a concept but also as a matter of putting into practice the national interest in the international context. Since 1945, the normative framework of human rights has embedded a sense of obligation on the part of the state toward its citizens. The social contract now has a strong welfare element to it. Yet, simultaneously, economic integration has limited the range of policy options available to states. This has diminished their capacity to meet these obligations. Sovereignty is the absolute authority over a certain territory. Many commentators would agree that this absolute authority has been challenged by a number of forces operating beyond the nation state; from the threat of global terrorism to the challenges of climate change, the powers of international organizations to influence of the global market.Sovereignty is a contested phenomenon‘ (Held, 2002). The initial formulation of this concept, during the Enlightenment, entailed an absolute authority over a given community - the state. The borders of the state delimited the area over which the ‘sovereign‘ had political control, the area over which no other state could intervene. This was guaranteed through the monopoly the state had over the use of force. Over the centuries, the social contract took on a more complex meaning.

This interpretation was developed to its logical conclusion by Hobbes in Leviathan (1651), in which the sovereign was identified with might rather than law. Law is what sovereigns command, and it cannot limit their power: sovereign power is absolute. In the international sphere this condition led to a perpetual state of war, as sovereigns tried to impose their will by force on all other sovereigns. This situation has changed little over time, with sovereign states continuing to claim the right to be judges in their own controversies, to enforce by war their own conception of their rights, to treat their own citizens in any way that suits them, and to regulate their economic life with complete disregard for possible repercussions in other states.

Sovereignty is the most important characteristic which distinguishes the state from other associations.Sovereignty is the supreme power of the state over citizens and subjects unrestrained by law.It is the un-derived and independent power to command and compel obedience.Sovereignty is the daily operative power of framing and giving efficacy to the laws.we can say sovereignty is the supreme will of the state. There are two aspects of sovereignty - internal and external. Internally, sovereignty has undisputed control over all citizens, aliens, associations and organisations. Its command is final and binding. The disobeyer of the sovereignty is punished. The limitations on the sovereignty, if any, are those mentioned in the constitution. Sovereignty means that nation states are free to decide for themselves about the kind of democracy that they want, the kind of rulers that they want, and their policies internally and externally. Often, the concept of sovereignty is invoked to delineate the distinction between taking decisions on their own by nation states and resisting external pressures to sway the decision-making process. In this respect, sovereign nations are expected to be autonomous and independent when they pursue policies that are in their interest and their people’s interest and not according to the dictates of a foreign power.

It is one of the key features of state standing and recognition in IR, it also allows a state to establish it's form of govt independently & also to establish relationship between the domestic realm..i.e - executive and legislative branch There r 2 dimensions of sovereignty - 1) internal - relationship btw sovereign power and the community 2) external - right of a nation to b free from external forces of interference. Many scholars hve put up certain definitions sovereignty, on of them being offered by Stephen Krasner. According to him, sovereignty has 4 meanings 1) domestic sovereignty - state's monopoly over the use of violence within it's territory 2) interdependence sovereignty - capacity of govt to control intra- border movement of any kind 3) international legal sovereignty - when status of a pol entity in the international system is established 4) west phalian sovereignty - lack of other authority over state than the domestic authority Hence we can also say that the idea of sovereignty with respect to IR was a turning point in the history of states being key element in the international system. The concept of Sovereignty has been in debates and discussions from the yester years and it comes into the limelight whenever the independent entity, i.e. , the state is taken for analysis. Acc. To Montevideo convention , sovereignty is the attribute of the state that allows it to independently establish its own form of government. Post cold war era , world has witnessed a number of changes in the power relations and the concept of sovereignty is no exception to it. Its been said that the process of globalization ,i.e., the interlinking of world has affected the state's sovereignty in one manner or the other . It has led to decline in powers of the states and their governments . And this could be inferred by the works of the scholars and one out of them is that of Robert H. Jackson . He tries to examine the birth and survival of Third world nations since the end of the second world war . He described these countries as "quasi states" , arguing that they exist more by support and indulgence of the international community than by the abilities and efforts of their own government and people.

History In 16th-century France Jean Bodin (1530-96) used the new concept of sovereignty to bolster the power of the French king over the rebellious feudal lords, facilitating the transition from feudalism to nationalism. The thinker who did the most to provide the term with its modern meaning was the English philosopher Thomas Hobbes (1588-1679), who argued that in every true state some person or body of persons must have the ultimate and absolute authority to declare the law; to divide this authority, he held, was essentially to destroy the unity of the state. The theories of the English philosopher John Locke (1632-1704) and the French philosopher Jean-Jacques Rousseau (1712-78)-that the state is based upon a formal or informal compact of its citizens, a social contract through which they entrust such powers to a government as may be necessary for common protection-led to the development of the doctrine of popular sovereignty that found expression in the American Declaration of Independence in 1776. Another twist was given to this concept by the statement in the French constitution of 1791 that “Sovereignty is one, indivisible, unalienable and imprescriptible; it belongs to the Nation; no group can attribute sovereignty to itself nor can an individual arrogate it to himself.” Thus, the idea of popular sovereignty exercised primarily by the people became combined with the idea of national sovereignty exercised not by an unorganized people in the state of nature, but by a nation embodied in an organized state. In the 19th century the English jurist John Austin (1790-1859) developed the concept further by investigating who exercises sovereignty in the name of the people or of the state; he concluded that sovereignty is vested in a nation’s parliament. The member states of the European Union, for example, have to abide by the rules and policies made by this organisation. 3. The impact of globalization varies with regard to the strength of the state. All states are affected in the entire process of globalization but a threat to the sovereignty and autonomy of the state gets more affected in respect of weak states than strong ones.

In consequence of such developments, sovereignty ceased to be considered as synonymous with unrestricted power. States have accepted a considerable body of law limiting their sovereign right to act as they please. Those restrictions on sovereignty are usually explained as deriving from consent or autolimitation, but it can easily be demonstrated that in some cases states have been considered as bound by certain rules of international law despite the lack of satisfactory proof that these rules were expressly or implicitly accepted by them. Conversely, new rules cannot ordinarily be imposed upon a state, without its consent, by the will of other states. In this way a balance has been achieved between the needs of the international society and the desire of states to protect their sovereignty to the maximum possible extent.
