When in Australia set your camera's antiflicker setting to 50hz in the video settings to avoid that flicker when under electric lights

you might be able to fix light issues if you change the refresh rate on the camera to aus standards. if i recall its 50hz.

Yes, the strobing effect is being caused by the frames per second (fps) setting on your camera. Lowering it should fix it.
