The first thing we see Beerus do is destroy half a planet simply because he was left with a greasy aftertaste from something he ASSUMED to be a dessert. Shin actually has an excuse for not being so great at his job, but Beerus just dicks around. Shin himself admitted that he was forced into the role before he was ready. Beerus probably wanted the position because of the status, and I wouldn’t be surprise if Champa became a destroyer just to spite Beerus and try to one up him. And seeing how they behave, they still wonder why they have such low mortal levels.
