Psychic powers are canon in Fallout, such as the Forecaster in New Vegas or Hakunin in FO2. Also Master, who did try to create psykers, like himself, but failed. I always thought that Nightkin's overexposure to stealth boy tapped into super mutant's inert psychic powers unknowingly given from Master (since he was a bit ignorant on super mutants biology) but uncontrolled and tortuous.

Exactly, personally I never found a beret in Fallout New Vegas outside of the NCR or someone affiliated with the NCR. From the looks of it, the NCR is the only group with berets in the Mojave that I at least know of. Veronica may have been able to get you inside the bunker, but you randomly bringing someone else into the bunker without permission would have to raise an alarm or something.

Most of the work was already done by bethesda, this is something that ex developers of Obsidian confirmed. Bethesda's engine is also very easy to use according to them. Also, it's not like it's a unique case for NV. Fallout 3 was in active development for 24 months, and they had to create thousands of assets and rework the oblivion engine to implement FPS mechanics.

The Nightkin head voice lines are actually part of what was meant to be a larger feature where they would talk about different events in the story. Without modding, all of the other Nightkin are hostile, named, or belong to a faction that overwrites their dialogue, but the lines are still in the game files. If you're interested, someone posted a video showing a lot more of their lines.
