Businessmen close to the politicians wins the competition to build, they ask double/triple amount of money for the work. They build it from 1/3 - steal the rest 2/3. All done by public money. (in case of non-eu countries its probably Chinese loan) So the country will pay back the lot of money the politician stolen... This happens in Hungary almost every days.

I'll touch only the Serbia part, since I originate from Serbia. - Serbia has longstanding friendship and interest with China that dates from Yugoslavia. Serbia is a candidate for EU and in any rightful mind - it should be EU state even as we speak, but "bigger" interests oppose it. 20 years since Milosevic is down and Serbia is not a member of EU is a sign for me that both EU and Serbia didn't do their parts correctly and I will say it honestly - the major point of difference is Kosovo. Like it or not, Serbia will probably never recognize Kosovo as such, no matter the pressure from anyone. Thats why Serbia is developing co-op with Russia (traditional friend of ours (or lets say we have same interests)) and China (same), because EU doing nothing for 20 years is like a carrot on a stick story. Honestly, I really dont mind developing and enforcing even better co-op with China because a) it's only matter of time when they will become biggest economy and hence - leader of the world, b)We can use their technologies and knowledge to develop our own country and c) They support our teritorial integrity unlike most of EU (which are real hypocrites). I genuinely feel that EU is a great thing but they are doing so much wrong to us (especially about Kosovo part) that I can't consider them as someone is genuine to us (it's like we will accept you when you surrender part of your teritory that is disputed). - Chinese loans for me are a good thing since we develop our own country, and honestly - the whole help during the pandemic from China was so much needed (I'm a doctor so thank you soo much for that) that I honestly consider China as a friendly state as much as Russia. We draw so much benefits from that co-op that its a very good thing. - Surveilence - about that I honestly believe that the public should know about the privacy things and all but I don't mind it one bit since I really believe that the "power" of that is used for good purposes, as it should (this statement will probably trigger a lot of folks). It should definitely be transparent in which is used, but I see it more as a preventive, not curative thing. - Subway (metro) building - That should be done, no questions, so that we could fix a lot of traffic things in Belgrade. About the opposition leader - I'm not a fan of her because I see her like a huge hypocrite (because as she and her fellow people from opposition boycotted elections) in my own opinion - then you should not tell anything since you're commenting the run you didn't want (or were afraid) to enter.

Some of those are fair points. EU doesn't accept members that have territorial dispute, are occupied and so on. The same reason applies to Ukraine that have territorial disputes with Russia, and troops on it, the same deal with Moldova Republic and so on, no matter that they are pro EU. In a way it's a shame that EU doesn't do much in this direction but politics are hard and the respective countries have to solve their own issues first, alone. People recently asked why EU doesn't get involved in Belarus. If anyone would expect EU to be more like US and jump into action outside of it, with troops even, well, EU is not like that. EU doesn't want to start never-ending conflicts, especially outside EU and in sovereign countries. US is like on the other side of the world, have lots of resources and don't care about consequences after starting conflicts because they are continents away. EU is here and have to deal with those problems and neighbors, and we already have a good amount of refugees from someone else wars. Europe has been at war for so millennia, I think it's tired of wars. Even if they take actions, political or military, outside of EU, where is that silver line stopping and what if you do something you can't take back? What if then others would ask to intervene in their political affairs because of some precedent? Foreign diplomacy is a bish. Now back to the points, my country is closer to Russia, part of the EU, doesn't recognize Kosovo, yet is no friend of Russia. Too many wars, too much territorial conflict and other stolen treasures, too many horror stories from the communism and a lot more. There is no way to be friends with Russia from our perspective and with current Russian leadership. We also ended some deals with China that were about to start because those were bad deals but pretty similar to yours in some way. They hide too much under the rug. The EU seems as a good thing and don't have to be under either US or China's wing, you get to be your own thing. Lets not forget that EU is helping Serbia with millions of euros, things that newspapers might not write for propaganda reasons, so it's not like there is no help. Sure, help like vaccine from China are very helpful but this is just dust in the wind and marketing points that China is doing. And let's not open that can of worms about what China is doing inside their own country or their neighbors. The way I see it, China is doing economically the same thing the west is doing, be your market and probably worse than this. Let's not forget that the west and east have been at wars for centuries, since Tatars and more, and today is just another of the same war but economically. The problem is, the moment the do something they will make you pay rent for a very very long time and forever in debt, or that thing is theirs, like they did in Greece, like they do in Africa and so on. Some deals are too good to be true. Free things with their own money and their own workers and stuff?

Many European mega cities have surveillance cameras so what is the fuss about the Serbian government doing same in Belgrade ? Can you please include the details of it's workers being there? Have you thought about the fact that it's a headache for Chinese engineers to revamp the project. The labor is different, the language barrier, the construction difference, the efficiency, etc etc are all different and have to be accounted for. Where do you think they're getting all the food? Locally. For the workers to build that project, the economic system also gets a degree of benefits. Another thing is that, for them to hire engineers in other countries it's highly more expensive, the cost would rise substantially which would not make it exactly viable for many countries. There are so many variables I have not brought up, but it's something to think about instead of a one sided "China is trying to take over" mentality.

China's govt subsidizes steel, iron and cement products and forces secret contracts with corrupt local officials in other countries. If there are cost over-runs, who knows, because the terms are no-bid contracts that aren't published. If China wasn't doing something wrong, why not open up normal contract bidding and publish the terms to keep them honest?

Business has ALWAYS since the beginning of time, been about relationship. It's obvious to see that this woman hasn't looked at the substantial rise in cost and distance for architecture. They are probably getting massive deals that other people can't compete against anyways, so it doesn't matter whether they publish it or not, they would demonize it either way. "Their prices our outcompeting us, this is BS" or "They're not publishing, this is BS". Simple cost example, engineers in China cost $30,000 - $60,000 USD. In Canada, USA, Europe, are all sitting around $60,000USD - $300,000 USD. $10,000 USD China construction workers vs $40,000 - $120,000 USD for domestic construction workers. It will take Europeans years and years to complete, China will complete it within a year or less. China is more efficient, more competitive, and highly more economical. While not having to struggle with many barriers that come with China trying to teach the entire construction engineering / architecture and workers jobs. It would actually cost less to hire Indians or others to do it but because China has a perfected system, and their workforce is ready, they don't have to go over so many hurdles. Hurdles to overcome if they were to hire Europeans: Materials/Sourcing Tooling Language Barrier Engineer cost/Workers cost Skilled forced Economic profit from the project Different legal process to subcontract jobs Many different human rights laws (Issue: less workable hours = less efficiency because in europe/Canada/USA, you have to pay for overtime) Manufacturing Importation of tools Operating Safety education to skilled workers (this includes the engineers have to read the Chinese plans) There are probably a lot more that I have not brought up as well, the pros of hiring their own force outweighs the cons of taking on european workers. Business is NOT just about economics, you have to realize that there is a lot of political science behind it, and this is NORMAL in business. You scratch mine, I scratch yours, and in the future we work together for prosperity. Nothing wrong with it.

I laugh very hard when the lady quoted prices for the metro from 10 years ago. The original plan in 2010 was to only build 15km 25 station. The new plan in partnership with 2 French company (Alstrom) is to build 2 line 42km in total. I think she will need to be digging the tunnels herself if she thinks a 42km subway should be around the same price as a 15km subway.

They were trying to maintain the integrity of their own country Yugoslavia , then , when the NATO countries said that each ethnic group has the right to live as they wish in their own separate country, the Serbs were also bombed because the Serbs from Bosnia were trying to separate and unite with the Serbs from Serbia. Serbia did not even have any PPEs from the EU when the epidemic hit in spring 2020, because the EU simply blocked everything, including ventilators and medical staff advisory assistance. And now this year, Serbia did not have any concrete promise by the EU when and to what extent it would be able to vaccinate its people, because the EU just talked in circle and evasively. Talk is cheap.

As Serbia has been abstaining any claim to that part of territory in dispute, the EU simply takes it for granted that Serbia must be servile to any of EU's demands, including blocking medical assistance and vaccines to Serbia. I have never personally visited Serbia, but I still remember the video shot on TV of their president almost breaking into tears when he was asking for assistance from the EU but denied thereof, earlier the PPEs and ventilators, lately the vaccines. That is what the reality turned out to be. It is sad that because they are small and got dismissed so readily by the EU.

Loans from the Troika (IMF, EU Commission, EU Central Bank) or the World Bank are insanely unfavorable with exorbitant interest rates that spiral out of control, as well as a number or strings and requirements that involve heavy and crippling austerity on your citizens (See Greece, Italy, Spain, etc) so that your economy can be privatized by US or European Investors (ideally for the lenders) and lockout any nationalization of resources or public safety nets. Chinese loans are so attractive because they have low interest rates, and little to no strings attached. The trade-off is that they use you to unload their manufacturing excess and suck out money by you buying cheap Chinese goods, instead of high interest. It's a choose-your-own-adventure style of tribute, that seems gentler, if not still hegemonic. But it seems, in general, these citizens appreciate a country investing in them without gouging them first.

It's similar to a certain infamous American naval base in Cuba. 100 year lease of land that the lessee can enforce with overwhelming force and economic sanctions. There are many reasons why Serbia decided to partner up with China. Serbia did approached EU and even USA to invest in the Serbian projects, but they either turn them away or it failed. Example, USA went into the Serbia steel factory, not only USA cannot increase revenue, but they made it worst. China took over the steel factory and revenue started generating. I do not know why the video said only Chinese workers are working in the projects, because what I learned from the BRI projects, China have a traditional phase approach, where the Chinese will teach the locals and then the ratio to work in the projects are 1:10 ratio, where 1 Chinese worker there will be 10 local workers. This is one of the way to help the countries economy. BTW, The steel factory was the first step that the Serbian started to trust China and discuss more projects with China. China invested in the USA to help the USA economy and the people during the 2008 market crashed that USA caused. This was how China became the biggest creditor of the USA. China was planning to use this fund to help the USA again, but the USA misused the $ and many of the $ were pocketed by rich and politicians. Xi Jinping hates corruption, when I first heard him saying he will do whatever it takes to reduce corruption in China, I laughed. But was actually serious, he executed rich and powerful people in China. This was the start of the 56 ethnic groups to believe in the Chinese government. Also, the Poverty Alleviation Project that was completed 10 years ahead of the UN schedule. Let's talk a little about Marinika Tepić. I don't know what to say about her, but I will use 1 word to describe her: Idiot. She mentioned that 10 years ago the French was willing to build the Serbian Metro for $2.2 billion. You just need basic common sense that a 10 years period a lot can change. So when the China estimated cost is $4.4 billion is quite logical. So you cannot compare a 10 years old cost estimate with a new cost estimate. So when the investment in the USA was mature, China started the BRI project in 2013 to help developing countries instead of the USA, which started the cold war between China and USA. During the outbreak, Serbia trusted China more than the EU and USA. The Serbian president cried out for help to the USA and EU, but no one came. When he asked China for help, China donated vaccines and sent a medical team to help Serbia. Recently, west powers told the Serbian president to say the Chinese investment is a debt trap, but he told the truth instead. My concern is that the west is piss off at the Serbian president now, just like Aung Sang Suu Kyi, where she didn't listen to the west by signed the business agreements with China, so the west told the Myanmar military to stage the coup by framing China to buy weapons. If you look at all the major hubs of the BRI project, they haven been attacked by terrorists. This video shows what is happening in the BRI project, but with a twist...Spinning the truth. I guess DW will always be a puppet of the west.

I just remembered a lot of German industries are trying to promote their products to China. So in some way Germany maybe a little bit more dependent on China then being anxious all the time. Since the deal between EU and China was signed on Dec 31, 2020. @Ed It's true that you do not get free access to KZbin in China, but it is not like you cannot or it is illegal. As one who've lived both in and outside of China, I don't see any evidence that China is surveying its own people more than its western counterparts are. (Just like that they say China was too harsh to its "peaceful protestors" by using tear gas and rubber bullets to them, but the next day protestors that were much more peaceful were met with REAL bullets in some wonderful democratic country, and shot dead of course. Yet no one give a damn and they keep on thinking that China is harsher... Almost you can call it a religous belief). The censorship will surely ease when China's soft power is on par with the west. Indeed, it would be unfair to let a kid compete with a much stronger adult, and it is completely fine and normal for a country to take measures to protect its industries (hard power) at infancy from stronger foreign competetors, so I don't see anything wrong about protecting ones soft power in the same way... At the end of the day, it's not like KZbin, Twitter, Facebook are not censoring pro-China speeches, and noticeably, this trend is growing.

I find it amusing to believe that the cost of building subway in Belgrade is cheaper from France than from China. The world knows that Chinese products are usually 40% cheaper than Europe's or America's. Even my country has been using Chinese trains for many years. Now we are beginning to use their buses. Why? Because it is cheap and good.

From my understanding of the economic gap between eastern and western Europe, it is crucial for EU to spearhead the transfer of funding to eastern Europe for development. But at this moment, we don't see any possibility that this process can be speeded up unless a third party nation like China is keen to chip in. Of course as usual any investment from a foreign country or bloc will draw criticism and sceptics. While European always might think they are smart, just how smart will depend on their wisdom now.

China has a very bad reputation when it comes to building anything, over 50 major bridges have collapsed since 2000, many building have had major failure or collapse in China, I was just looking at the videos last week. It's all to do with corruption. A hotel for covid 19 people just collapsed the other days. Look it up, there's a saying in China called tofo building. People can poke their fingers through concrete pillars that should not be hollow. It's really bad and China is going to face major problems in the near future with all these building start to fail at a bigger rate than now. The whole side of a high rise building fell only 2 month ago and the staircase of a high rise building all fell down yesterday.

Actually, China (and by extension the CCP) is now the second-largest exporter of weapons in the world, so not entirely sure where you got that idea from. And not wanting to be controversial here, but it's not exactly fair to say they're not creating conflicts either. As while they may not have fired any weapons in anger as yet, the constant military harassment of Taiwan and now also other regional neighbours situated along/nearby their self-determined 'Nine Dash Line' (including sinking those countries fishing vessels) certainly qualifies as 'creating conflict' even if it hasn't involved the firing of weapons yet. Those are hardly the actions of a friendly nation. And just to pre-empt any future comments - when it comes to foreign policy military decisions, isn't alone in such regard (ie Russia, USA etc), but that doesn't absolve them of their own guilt in this regard.

for the average Serb there is no big difference between loans from China or the EU and both condition loans by having works on credited projects performed by companies from creditor countries the only difference is that China is not looking for Serbian territory in exchange for money, unlike the EU, which supports to president Vucic, who paid for EU support by promising to recognize the secession of part of Serbian territory.

But I would like to state one fact that as a tax payer in China that our funds for infrastructure development in Europe will righteously claim our interests in the cooperation as well. And our interests are simply two factors which are respect and potential profits. I denote money some times, but my tax payment is to generate benefit for my country.

You know what they should actually do, instead of just outright refusing investment , use the threat of Chinese influence to try convince the Eu or the Us to fund it. It doesn't make sense to give one deal up for nothing in return, it's its own country, not like any Western European country has a particularly close relation with the balkans. It makes sense why they aren't tho, I highly doubt the 2 powers are willing to invest that much money with little return.

The problem is that when you request loans before China, the only way you could get it is by going through the world bank. The EU would only be able to help them get the loan to an amalgamation of private lenders within the EU, and even then the rates would be very high and you wouldn't even reach the loans needed to fund the project. While China's loans are directly from state funds where the interest rates are much lower and as a country also has a shared stake in the outcome of the project. When poor countries defaulted on their debt before they are at the mercy of the private lenders, while with a state actor you would have more options to re-negotiate or work something out in the spirit of multinational cooperation.

Spending money on a bridge doesn't automatically generate future economic activity. "Bridge to Nowhere" has been in the lexicon for a long time for this reason. Building empty cities because their state firms benefit said firms' leadership financially. "Should we build this, StateCorp?" "Of course. Just wait 10 years and it'll be obvious how important this project is." "OK. How much do you need? $5bn now and an adjusted estimate once construction is halfway completed? Oh, you're going to pocket $1bn? Got it."

The countries taking the Chinese loans are always poor, low on regulation and democracy. You can take the money but never pay it back. That's how they are taking control of countries. This could backfire on China if all countries decide to stop paying them, it would crash their economy because they are increasing their own debt to give these loans. I had to laugh at china claiming it has clean coal technology. Trillian's have been pumped into the coal industry, if there was such a thing, they would have capitalised on it a long time ago. There is no such thing as clean coal, just BS from dodgy governments and companies.

Panama Canal, Suez Canal and channel tunnel made trading easier and reduced costs whilst improving living standards. Massive infrastructural projects are always a win-win situation. Some of the organizations that borrow the most from China are the US and the EU. Although some of the nations borrowing are going to embezzle the funds, we also need to consider the fact that infrastructure and funds are building economic momentum in places there were none before.

By leveraging both Eastern and Western investment, these Eastern European countries will encourage competition and therefore enjoy greater prosperity and neutrality than other countries. This sort of model has worked well in the past when 2 or more Empires have attempted to colonize countries that exist along boundary zones. If Europe wishes to criticize these countries, their criticisms will be moot unless they themselves contribute to the economies in the region.
