please help us with something. I would hear this Chinese phrase often but I don't understand. 去不了。。or qu bu liao...I went to buy something and I was told 买不了。。what does bu liao thing mean

It means "cannot" 买不了 Cannot buy. It implies that the person tried to buy something, but could not.

V+不了 means cannot. Compare: 太多了，我买不了。It's a lot, I can't buy them all (maybe it's too heavy to carry home). 太贵了，我买不起。It's too expensive, I can't afford it. 这个不好，我不能买。It's no good, I cannot buy it (maybe it's illegal, or some other circumstance that prevents me to buy it)

Think of 了 liao3 as a generic result complement. If none of 到, 见, etc would make sense, use 了。 Much like 个 is the generic measure word.

ex, 吃不了 cannot eat it all (too much/too full). 去不了 cannot go. 看不了 cannot watch/read/look/visit. 做不了 cannot do.

1:47 the formula is backward, first is the direction, in the middle is bu, and after is the verb. Shang and jin are directions and qu and lai are verbs.

I thought 能 meant physical inability while 可以 meant permission. Can you please explain further?

I'm not sure about the exact rules, but it seems like 能／可以 can both express permission: 你不能来。你不可以来。(You can't / you are not permitted to come) 你来不了 definitely means you don't have the MEANS to come (bad whether, your car broke down, you're handicapped, etc)

我出不去 means I physically can't go out because for example I have been locked in so how come 找不到好饭馆 doesn't mean I can't find a good restaurant because something is physically stopping me e.g. 因为我没有钱 (to eat at a good restaurant). Sorry I'm confusing even myself. Great video though!

Bin Vo 不一样的。看不见，意思是不能看见（cannot see）没看见，就是跟“看见了”相反（did not see)
