It's more that he has the power of hindsight, there is a lot of decisions made based off knowing how the situation ultimately plays out. He is thinking strategically like a trained soldier would be taught to. Special forces for example are taught how to handle a scenario where they are captured and tortured. The reality is that these kids do not have that training or the maturity to think with a level head as they are in shock and overwhelmed by the situation. The other issue is that humans will often avoid confrontation in traumatic scenarios in the hope to survive, just see any documentary of a kidnapping or hostage situation, most people do as they are told when as a spectator your saying "why would you not just fight back"! Ask anyone what they'd do if an armed man takes over the airplane they are on and they'd tell you they'd "try and stop them" but the reality is they absolutely wouldn't as no matter how bad the situation seems, people naturally expect they can get out of it if they keep their head down and do as they are told we only need to look at our own history to see people willingly step up in a firing line to be executed rather than trying to run or wrestle a gun off someone.

The most ironic part of that line is that the whole video works on the assumption that the Government was going to let them walk free if they succeeded anyway. But we know from the BR system that most of the few survivors up until that point mostly just join future BR's to inevitably die. Now that it's off the rails and they have to take out a terrorist group made up of ex-survivors subverting the games. There's no saying they are allowing any survivors to tell about or potentially repeat such a thing. The most likely assumption is that they are going to kill any survivors of the class and fresh slate themselves. Because the majority populace of japan doesn't know what's going on or that the terrorists are actual BR games survivors. They think the BR system is working up until the broadcast made midway through the movie. which we don't know if that actually got out to change that view or not. Or even if it did if the Japanese government was able to spin it as misinformation.
