United States where the justices turned away a bid by wealthy conservatives to gut the federal tax code and prevent the establishment of a wealth tax in the future. Thomas Jefferson said the Constitution was not supposed to be set in concrete, but a broad framework, providing flexibility to adapt as the country grew. Thomas and other so-called strict constructionists are in denial. AND they are hypocrites - for example, “We can just ignore the first half of the Second Amendment”. Odd, how one Amendment is sacred to them, but the 16th Amendment and others can just be disregarded. As you stated, the 16th Amendment IS the Constitution.

The Donor doesn't have to declare or report unless a gift exceeds the annual gift exclusions, and further donor could utilize some of his $15. 5 million lifetime exclusion and not pay gift tax.
