At 0:07 you can clearly see that Matt's hand is positioned higher. The base of Vitaly's hand is lower. At 0:36 it looks like forearm length is pretty similar, but Vitaly's hand is definitely longer. That's what makes the height difference.

Can happen to any digit but I think your middle two are most susceptible. It can be remedied with surgery. Edit: It could also just be a finger injury that never healed properly, given his background its just as likely, idk.
