The other part of this is the Director's responses in Congress. After being in government for 37 years, the first questions any director prepares for in questioning are: what happened, why, how will it be prevented from happening in the future. During the hearing today, apparently the county sniper team was occupying the second floor of the building immediately adjacent to the building where the shooter was positioned. They had a extremely close and complete downward view of the roof from an open window. They could have literally watched him climb the AC unit, hop onto the roof, and crawl into position. But as luck would have it, they were requested to assist local law enforcement in searching for a reported suspicious person, which turns out was the shooter. The shooter obviously climbed up the building while the sniper team was elsewhere. This account was provided to the hearing committee by the PA State Police Commander.

That being said, shorting stock weeks before up to the date it happened is not the same at all as shorting only the day before. Not to mention, the stock went up more than normal prior to that, so shorting isn't abnormal after a rise either.
