I would guess you have to do his data collection battles until he decides you’re worth further study. That scene is priceless.

During Chapter 4, when you're sent to guard him in the Fusion Chamber during the Genesis siege, there's some things you can interact with in the room, one of which is the holding cell which Hojo's facing. That initiates a cutscene and a small choice minigame, where Hojo asks two questions, and if you get them right you get some SP and a bronze trophy (on PlayStation)
