Closest are "With minimal restrictions, you are free to explore Hope's Peak Academy at your discretion." and (within the context of a trial) "If the guilty party is exposed during the class trial, they alone will be executed.", but unlike SDR2's "lead teacher will never directly interfere except in the case of a rule violation" Usami rule that couldn't be completely circumvented and NDRV3's "Monokuma will never directly murder" it's never completely explicit. Yeah, the rules end up broken to one degree or another in all the games anyway, but that's technically not one
