The Emperor really did everything he could to make sure that Mechanicus will rise up, and that was a huge victory for him as it will be the Mechanicus will be vital for the continue survival of the Imperium, but it also vital that the Necrons will never get the Void Dragon from its cage.

Head Lore: The dragon was the source of the cybernetic revolt. It embedded code to activate a purge humanity program within all AI’s built on Mars. When the time was right, Slanessh being born, it activated that program. This was it’s revenge for being caught and imprisoned. For a thing billions of years old, 30-40,000 years would have been a instantaneous response.

Sometimes you have to knock down and rebuild several times to get what you want, or even to adapt. Over millions or even billions of years (all now infected with timeless chaos) I can't imagine things would be any different.

Not sure about "planned" for the Age of Strife, but definitely "predicted" or "anticipated". So I'd go with this being a direct plan of the Emperor, not a contingency plan - he just didn't how when it would happen and had no power to cause it to happen. He just knew that a new Chaos god would be born around a specific time and took steps to ensure that after the dust settled, he was in a position to pick up the pieces.

As of 40k, there's not a fabricator general (to my knowledge as of the golden throne incident), and it'd be interesting if he would try to somehow return to finish what he started. I can dream of course lol

The Void Dragon is a dark secret, the mechanics potentially unknowingly worshiping it is even darker, but i wonder how possible it actually is? The machine spirit actively works for the benefit of the tech priests when it is present and active in an observed machine system, which is very different from the powers of destruction, consumption and obliteration that are manifest in said star gods. Which has always made me believe that the Machine Spirit is real, and is actively keeping the Void Dragon asleep.

Remember that bit of background about a Necron fleet surviving all the Solar System’s defences could throw at it with at least some ships landing on the surface of Mars? Seems likely to me they’re trying to awaken or free the shard.
