Because the speed limits in the Lower Mainland are ridiculously low. As soon as you hop onto the I5 in Washington the speeds are 70mph (112kph) on two lanes going south and two lanes going north. I don't think it has to do with speed, it has to do with how many bad drivers we have on the road. What factors into this is how easy our road tests. Yes we can stop even fools. We need to design our roars for the posted speed. When it says 60 but looks like 100 people drive 100. If it’s too wide, too straight, no trees - so basically looks like a highway like in this case people drive on it like on highways. But we put those streets in the neighborhoods with intersections and then wonder why people speed there. Places that implement traffic calming see lower rates of crashes, that’s a fact

Speed is a factor in death when it comes to a collision. However, if you have competent drivers on the road then the speed limit of the highway being raised to 110kph (I think that's what it's going to be raised to) then speed shouldn't be an issue. There's too many people on the road that don't know how to drive or how to react in certain situations.
