It's similar to substance designer to create textures, the good thing is that you can use any context in houdini to blend with the new cops. Cheers

It's the new cops in houdini. Some workflows are similar to designer but with the advantage of being able to use sops and other parts of houdini. You can easily import the textures to Solaris also.
