He should have been wearing handcuffs. He was attempting to give the horses something. Heaven only knows what it was or what was on it. Any other drunk on the street, making a nuisance of himself would be arrested, why not this loon?

No one of the public should feed the King's Guard horses. They are very well cared for and frd diets to keepthem healthy.....and who knows what that drunken man is feeding that horse...could be poisoñous or toxic! Police should stop him and arrest him before he can possibly do something harmful to the horse!
