I think they denied it was that guy, but it fits the timeline better. The end of Doctor Strange probably takes place between Avengers/Winter Soldier and Avengers 2. The tower wouldn't be built until after Avengers and probably not still be there after Avengers 2. We go back 1-3 years for Doctor Strange to learn everything. Another year or two for the accident. That should put us in the timeline for Ironman 2 and the multiple people failing to recreate the armor.

If they are reporting it as Rhodie, they are wrong because it doesn't take place during the same time as Civil War. Stark tower is Avengers tower so Ironman 2 and Avengers must be very close together in timeline. Making Strange come right after Avengers. After Avengers 1, before Ironman 3. That would make the Justin Hammer Test Pilot spinal injury about 2-years old when he gets the phone call then, which seems old. But if the whole movie takes place in 2016, it doesn't make any sense. There is no way all the events of the film happened in 9 months.

As of the events of Civil War, Rhodes is a Lieutenant Colonel and 50 years old, but on the call the patient is referred to as a General and being 35. This would point more towards the pilot injured during the Hammer suit test. Also, there's a good chance that the call doesn't take place directly after the start of Iron Man 2 and the pilot has been suffering with the spinal injury for a while.

Years passed from the beginning of the movie to the point where dr strange comes back to new york to help defend the new york sanctum. So if that was war machine they were talking about right before the accident, then that means that by the time dr strange comes back to new york as a sorcerer, phase 3,4 and maybe even 5 of the marvel mcu plan will have already passed by. That means dr strange missed out on the infinity war. Also they said marine colonel. Rhodey was in the air force in the movie. If anything the marine colonel they were talking about was most likely the guy who they showed getting injured by Justins hammer's attempt to create their own iron man suit in iron man 2.

When I saw the film & heard the line about the guy with the spinal injury from testing experimental armour, I thought it was Justin Hammer's pilot who gets twisted 180 degrees at the start of Iron Man 2, since in the second Captain America movie Stephen Strange is mentioned as someone who poses a threat to Hydra, in the same breath as Bruce Banner. This made me think that Strange is already the Sorcerer Supreme by the time the Winter Soldier rolls around. I figured The accident could line up with Iron Man 2, and then Strange's training would occur from that point onwards. I could be completely wrong.

It took about 7 years for Doctor Strange to get his powers, and the title of Sorcerer Supreme, in the movie. So it was not Roadie that they were discussing before the car accident. Below is the real answer, and how I know I am probably correct. The coronal that was being referred to was the one that had his back twisted by the hammer tech prototype armor in Iron Man 2. After all, they called it prototype armor. That would make sense for the amount of time it takes for the amount of surgeries Strange has. That being 7, with an average of 3-6 months after each surgery. That averages out at about 2.6 years of recovery time, on the faster side of the average(when using 4.5 months for the calculation). Then add in the time it takes to set up a new procedure after the recovery, and realizing the improvement was not enough. So, being generous, I will assume that he has two months between recovery from the last surgery, and the next surgery, and the last two months at the end to spend looking for the ancient one. That puts us at 3.8 years when adding recovery, and down time to schedule. Now how long did he take to learn the magic he uses in the movie? Maybe a year to get where he is by the end of the movie? That would put us at 4 years and about 9-10 months. But does the movie end before, or after, The Age of Ultron, when vision says it has been 6 years since Tony put on the armor. Meaning it was about 6 months till Iron Man 2. So that means that coronal had his spine broken about 5.5 years ago, from Age of Ultron. Strange had his accident 5 years ago, based on my math approximation. Adding in the fact that there is obviously time between the end credits scene and the end of the movie itself in Doctor Strange, since his costume has changed to what we know as what he wears as the Sorcerer Supreme, and that he is not yet the Sorcerer Supreme at the end of the movie, it could be a year or two later until he becomes so. That would put the end credits scene at around a time after civil war. Meaning 6.5 to 7.5 years from the Hammer prototype armor accident. That, or Thor Ragnarok takes place 7 years after Civil War, since it would be between 6.5 to 7.5 years after Roadie's accident for Strange to have his abilities, so that Thor would visit him for help. The only problem is the Stark tower becoming the Avengers tower, that was only around after the Avengers movie. Avengers happened two years after Iron Man 2, when the tower was created. Meaning Strange had 7 years of development, starting 4 years after the first Iron Man, at the earliest. Since it was 4 years after Iron Man, that Stark Tower became the Avengers tower.

The timescale of the movie isn't clearly laid out. It is very possible that Strange's recovery after the accident could have been years before he went to Nepal, and his training in magic also likely took years. And the director's dismissal of the soldier being Rhodey was BECAUSE the timing wouldn't have lined up as those events are years earlier. Given that, the accident could very well align to Iron Man 2, making the reference to Doctor Strange by Sitwell in Captain America: Winter Soldier more fitting as he would have been in Nepal training during that timeframe.
