AND, Ms. Long was in her second year on "Cheers" at the time of that John M. Smyth ad she did. But as for WCLR - I would've taken the V/O to be Robert W. Morgan.

Arnold Stang was the most frequent voice of Herman the Mouse (sharing duties w/ Alan Swift) in various shorts from 1944-50. And the Herman and Katnip series of shorts from 1950-59. Also the voice of Top Cat in the HB series bearing the same name (1961-62).

I suppose Friday, November 11th 1983 was WNBC's turn to air this show that featured a clip with the soon-to-retire Mr. "Scarsborough" (as the CG typesetters on staff at "Donahue" misspelt his surname).
