In Japan, changing hair color is only delinquency if you’re applying manmade chemicals like dye or bleach onto the hair. The way Goku and Gohan became blonde was instead done through genetics and/or magical/life energy, so those specific customs are, by a technicality, not violated. I mean, Piccolo does babysit Pan for them, so naturally she'd be more familiar with Piccolo. He's one of the first actual Z Fighters aside from Gohan that Videl actually interacted with in a significant way (when Videl asked Piccolo about how Buu knew her dad). So I'm sure he's pretty much become like a second father-in-law to her considering how close Piccolo and Gohan are. Videl knows she can leave Pan with Piccolo and be comfortable about knowing that not only will Pan be safe in his care, but he can also help Pan to learn how to better control and use her Saiyan power more effectively than Videl herself ever could (Gohan could certainly do so too, but Gohan only recently began training again, so Piccolo is the better option for teaching Pan).

If you're Japanese and your hair isn't black or brown, and straight, you'll be suspected of having it done to a distracting color and curliness. So if I were to have a child with a Japanese woman, and my kid ended up in high school in Japan, I'd have to confirm that yes my child's dark curly hair is natural because I have naturally curly hair, and I grew my hair out, so the curls are further down than the rest of the hair. I always liked how in BT3 Chichi had little to say about half of the cast since she was rarely involved in the plot so she was totally clueless on some minor villain or non canon character.
