Yeah, Toriyama intended 19 and 20 to be the main Android threats. The editor didn't like their design and soley on design reasons Toriyama came up with 17 and 18, but the editor also didn't like a bunch of kids being the main threat. Then Toriyama had to come up with Cell, he was never planned for. Heck 17 and 18 weren't even planned for. But then the editor also didn't like Cell's first design. So Toriyama came up with the different Cell transformation. Thanks to that editor we got different villains and different designs for Cell.

Plan Ahea he wasn't even Toriyama's editor at that point, he was a former editor. His word was about as authoritative to Toriyama as a fan's was. He read this part of the manga at the same time that fans did. It's more likely that Toriyama just ended up agreeing with him and changing the antagonists constantly.

I'm sure people already talked about this on the comments below, but I need to adress this The reason the enemies kept changing over time wasn't because of some intensive writing process, where Toriyama designed a big time travel story full of plot twists. It was just that time and time again the editors didn't like the villains, so Toriyama had to create new ones. He isn't really a writer who plans his stories. Most shonen writers actually don't have the time to do that, since they need to create one chapter every week, and sometimes just the panels are too time consuming. But Toriyama is even worse than most. He kills off characters, only to bring them back. He retcons his decisions all the time. The messy nonsense time lines prove it as well.

They have reacted to some of the best quality animes that were requested of them that everyone enjoys, and in their discussions they tend to talk about the good and bad of whatever they are watching. They aren't doing how the normies fake laugh or have hard cuts because nobody is paying attention. It's been brought up during certain shows for Blindwave like with HunterxHunter and Mob Psycho how a few of them did not like it at all to begin with. They never put on fake reactions. So a "bored" face uh.. they are human you aren't going to watch every show with a big grin. It's just the way you regularly look lol. It only looks like they are bored because not every episode you watch for shows is this over the top amazing episode. "this time, he looks like a moron, doesn't he? hurry up and transform him into his final form." regardless of their impact to the story, & effectiveness as the roles of antagonists, Torishima & Kondō didn't really care. 19 & Gero had an honestly chilling introduction to the series, and History Of Trunks showed us just how powerful & even terrifying 17 & 18 could be. and Cell's first form felt genuinely creepy, absorbing anyone with his tail, his constant regeneration & his ability to replicate just about everyone else's attacks was not a bad idea for a villain. but who cares about that? they don't look good, toss them aside!
