@@jayne2648 this has nothing to do with cloud seeding it would be impossible to get that much water to fall with such practices plus other cities flooded that don't cloud seed. The reason the flood happened is because these cities have almost no drainage system to deal with higher volumes of rain since it is such a rare event. The amount of rain they received is not even more than the average for other parts of the world and those places handle it just fine. this is just poor planning even in my area where we do get lots of rain our infrastructure is overbuilt to handle one in 50 year events but we still flood in parts if we get once in a century events.

@@lizh1988 No we dont have much dust, the reason for combined sewage and stormwater pipes is that parts of that infrastructure are over 100 years old and where build before sewage treatment was a common practice. But this system would still work to prevent clogging from dust.
