Mammals are the only type of animal that REALLY suffers from pain. Even birds, amphibians and reptiles have a less complex system of pain reception. And fish are even much less complicated than amphibians and reptiles. So basically you could not "torture" a fish. Just like you can not torture a fly or a worm.
