I recommend the KZbin channel 60 cycle hum. He has a series called Aford-a-boatd where he reviews really cheap pedals. There are some good cheap options out there. I have a number of 20 dollar pedals that I use with my synths.

Could be low on oil, or a spark plug misfiring. If it's only in cold start most likely the first one. If it also compensates revs when idling in red lights (oscillates between 1.5k and 500 rpm), it might be a vacuum seal failure, which gets fixed by replacing all of the gaskets I'm the engine block. Could also be the tensioner in the engine distribution chain
