The Constitution of May 3rd, 1791, was a last-ditch effort to save the Polish-Lithuanian Commonwealth from collapse. The country's leaders recognized that without reform, the Commonwealth would soon disappear from the map of Europe. Unfortunately, it was already too little, too late. While the Constitution was a progressive document for its time, it only granted citizenship to around 30% of the population. The remaining majority remained serfs, bound to the land.

Poland also had the first Ministry of Education in the world called Komisja Edukacji Narodowej established on the 14th of October 1773. Each anniversary of that event is celebrated as the Teachers' Day. We in Poland can (and should) be very proud of our long and rich history !

Since you've asked about the possibility of amending the Constitution, I'd like to bring up some general and specific facts: - the current Constitution of the Republic of Poland was ratified on 2 April 1997 by the National Assembly (combined deputies of the Sejm and the Senate) with votes: 451 in favor, 40 against, 6 abstained from voting - it was approved by the referendum with 53,45% votes in favor with only 42,86% frequency (the Constitution itself changes how future referendums work by requiring always at least 50% frequency) - the proposal for a change to the Constitution must be presented by at least 1/5 of the deputies of the Sejm, Senate or the President - it must be ratified by the Sejm with at least 2/3 votes and at least 50% frequency AND absolute majority (50%+1) of votes in Senate with at least 50% frequency - if the changes are changing any of the provisions of Chapters I (pertaining the Republic), II (pertaining the freedoms, rights and obligations of persons and citizens) or XII (pertaining the amending of the Constitution), a confirmatory referendum may be held at the request of at least 1/5 of the deputies of the Sejm, Senate or the President

The Constitution of 3rd May 1791 was a first,l modern written constitution in Europe and the second in the world (after the American one). It was an important attempt to reform the old, ineffective political system, with its main flaws such as the famous "liberum veto" and so-called free election of every next king (these were supposed to be abolished). It was aimed at strenghtening the state in more ways.

It's an undeniable fact that it was not, as it resulted in a complete paralysis of the political systems and with one huge anarchy (when almost all, or even all, sessions of parliament were blocked, and no laws or other acts could be adopted at all).

About 4:30 Constitution of 3rd May was completly abolished shortly after its establishment (I belive it survivesd a year or 2). Laws of 2nd Republic, PPR and modern ones are not continuation of those from 1st Republic / Commonwealth. There had been no independent Poland for 123 years, so laws from the Commonwealth were very, very archaic in 1918. There is continutity beetween all forms of Poland after ww1, though, for example Bills of Exchange Act (Ustawa o wekslach) from 1936 is still valid. EDIT Well, they said it later, but anyway.

Today - definitely in need of change but a referendum is necessary. For example, the CoVid pandemic and new problems of civilization. Poland needs an annex to the Polish Constitution which is unfeasible due to the division of the Polish Nation - (Left and Right). But it does work, only not every Polish government understands and follows it. Real Problemem : Construction - Prostitution - Destylation !!!!!! That's my opinion. 😊😊😊

In the picture,my youngest brother (2 years older than me) and his Nissan Patrol, which is 34 years old(shooock)(This car has certainly experienced a lot of adventures over these 34 years).brought by ship from Australia....(he wanted one, so he has one)(I wonder how many kangaroos hit this car)haha.This Patrol smokes a lot , it's huge, I don't like it that much, but shhh :)

@RobReacts1, first of all thank You for kind words about my country how it is innovating. Secondly, as it was already commented, there is a little inconsistency in yours information, as Polish constitution wasn't first in the world and even someone contested if it was first in Europe, still I think it was an event changing game in the "Old world" (of Europe). But to say a truth, there is a great potential in the polish nation, but also our untamed soul is very close to a barrator's one. Where there are 2 Poles there are 3 opinions. Even now Poland is strongly divided politically, even when there is a war just behind our border and we are currently under heavy internet attacks (guess their origin ;-) ) Additionally, even if it's not officially stated, the constitution of the 3rd of May only was meant to affect small part of polish nation ( the nobles ) leaving majority with limited privileges. And there was many facts we should not be proud of: polish beating - the way polish noblemen were ensuring obedience of the peasants in their land estate and that's maybe a reason why we weren't able to keep up good relations with some of our neighbours, (search for Slavery vs. Serfdom, or Was Poland a Colonial Empire? on culture(dot)pl) or polish knot which was also quite popular in the begining of 20th century (sic!) .

Feudal system was not specific only to Poland, but it was in the whole Europe. So what are You writing about. And the Constitution of 3rd May was important for the whole state, definitely not only for some group of noblemen. Because it was a brave, patriotic attempt to reform the old, anarchic political system that led to the crisis in Poland, to make the decision making effective, to strengthen the state, the treasure and in many other aspects. And there were provisions safeguarding for instance the rights of other social groups, like the townspeople (burghers). And although it didn't abolish completely the feudal system towards the peasants, there were also some provisions in favour of them.

In Poland we have a saying that "a wise Pole comes back from harm". it means that we start to appreciate something or fix it when it is too late. The May 3rd Constitution was the second after America's and it was an introduction to democracy. but unfortunately we failed to maintain our independence due to our dependence on Russia. Unfortunately, we have caused this ourselves by dividing society in many aspects. The nobility took care of themselves. And instead of solving the state's problems on their own, the nobility sought help from Tsarina Catherine... And do you know what Russia's "help" looks like......

@@MayaTheDecemberGirl it's not about which part of the nobility, it's about the fact that, unfortunately, if there is no harmony in the nation, then we lose our independence. some of the nobility favored Russia and some favored the Prussians. some of the nobility had good intentions, but so what if it ended as we all know. Unfortunately, when you look for help outside the country, these are the consequences. no one helps for free. after all, the last king of Poland was chosen by the Tsarina because these were her conditions.

This constitution could have improved the state of the country, but it didn't change much. The Constitution of May 3 didn't change the social structure and didn't free peasants from serfdom. This constitution reintroduced hereditary monarchy, streamlined the decision-making process in the country and improved its defense. It wasn't a national constitution. The British Empire, France, Prussia, etc. they were slill more modern countries.

I will tell you a secret :):P that soon I will be happy and calm down a bit, because my brother's wife will soon give birth to a daughter and they will name her Ewa, so that the name will be a bit similar to mine :) sometimes some people also called me "Ewa" or :Ewcia: so in short... and either way I will be able to hug the baby, rock her in my arms and take her for walks in the stroller, I can't wait! And I will also help my tired sister-in-law :)

You're wrong. The first constitution in Europe and in the world was Constitution of Corsica Republic (1755), the second was Constitution of USA (1787) and Polish Constitution was the third in the world and the second in Europe (1791).

It's definitely not the same. Because this Corsican "constitution" was of a temporary entity that was created by insurgants, called the Corsican Republic (existing in the years 1755-1769), that was never acknowledged by the other states.
