The people who desire power the most are usually not the ones who should have it. Better that power be seen as a burden than a boon. Therefore, the more burdensome power is made to be, the less likely it will be abused. It almost makes slow, inefficient beuracracy seem like ideal government. At least nothing is happening. Some of best scp artworks are like that, just enough plausibility, then the blackest of humor, then while you're almost smiling, the horror kinda bleeds through. @@buckman5510 (This is off the top of my head, so forgive if I get some details wrong) Basically, Procedure 110-Montauk itself is not an SCP but an operation conducted by the foundation on SCP-231. While what exactly happens in the procedure is unknown, the idea is that SCP-231 is pregnant with the child of the Scarlet King, which if born is prophesied to bring the apocalypse. 110-Montauk is rumoured to be a procedure to halt and/or delay the birth as much as possible through the worst torture imaginable to the poor mother. Actions so horrible that the participants are given mental counselling checks and/or amnestics to cope with what they had to do. There are multiple speculations as to what happens, my personal favourite is that the procedure is actually quite pleasant, but only rumoured to be horrendous to satiate the fear the Scarlet King feeds off of. But it's all up to your own head canon.

@@buckman5510 Check out the TheVolgun's video on SCP-001 Proposal: The Scarlet King for more information, too. I have rewatched that video several times now, it's that good. Wendigoon also has a video called The SCP Iceberg Explained, which features Wrath's favorite canon "Procedure 110-Montauk Is A Bedtime Story". The Scarlet King is my favorite aspect of the SCP and the contrast with The Ethics Committee is striking. Anomalous Reality, The SCP Foundation, and The Scarlet King form a sort of three body problem. It's the Ethics Committee's impossible task to strike a balance between the three in such a way that minimizes harm.

To me it always made sense that the foundation has an ethics committee and I always figured that it was a vital part because the foundation by its very nature asks two questions. How far are you willing to go to save the world? How evil are you willing to become to do what’s right? It’s the ethics committee’s job to answer these questions.

When I first played the game, which introduced me to the foundation site, I thought Chaos Insurgency were the good guys coming to take me away from the hell hole. I spent a lot of time reading that site. The whole community does such a great job of painting a blurred line of morality for the foundation. @@kunnivore2641 There are many versions of the Chaos guys, a common phenomenon of the SCP lore Now, there are 2 most popular version One is Chaos Insurgency were agents from SCP foundation, they are tired of how the foundation work, the cruelty and the cold blood working style make these agents sick, so they decide to betray the foundation and took some SCPs with them. The second version is one of the O5 argued that the foundation should use the SCPs for the benefits of the world. “ Instead of scare of the fire and contain them, we should use the fire to bring light to the humanity.” He said. He decided to call the vote and disbanded the O5. The votes from other O5s and the ethic committee rejected his proposal, so the O5 start the civil war within the foundation. The foundation won in the end, and the O5 died, the rest of his crew become chaos Insurgency. Both versions of Chaos weren’t bad guys when they founded, but they both end up as a worse version of the SCP foundation. And in case you don’t know, they don’t have D class personnel, they begin slavery when they find out they need more people on the experiment.

Yep. The SCP universe is just fucked up. It's just humans trying to survive in this insane universe that doesn't make sense. Terrible choices have to be made in response to that universe which seems to want to blow itself up. Literal SCPs that *require* human sacrifice to not destroy the world or universe. Maybe there's an alternative solution. But in the meantime, decisions must be made, or no more decisions will be made ever again. People inevitably have disagreements about what that means and how to solve it.

I've wondered the question about the Foundation and morality for quite a while now and I have not yet found any satisfying answer...But I think the tale 'The Foundation and Evil' ( Its a tale on the SCP site , look it up) summarizes it perfectly: "At the end of the day , the Foundation aren't madmen or psychopathic murderers. They are just people doing their part in protecting the world. But this does not change the fact that they commit several unsavory and immoral actions in pursuit of this goal. The fact that they use humans and children as experiments/sacrifices should give one pause. Do the ends justify the means ? " " We do not know. And that is the question that every reader of the SCP wiki will have to answer for themselves at some point " I really love this tale since it helps encapsulates the moral dilemmas and how the situation with the Foundation isn't a black and white issue. It isn't as simple as the Foundation being psychopathic murderous dicks with no remorse OR the totally moral White Knights who safeguard the world. It is an ultimately gray situation....with no clear answer and I think that there isn't one.

“Or they will be shot. For crimes against humanity.” To me, this line in particular is what defines the duties of the Foundation’s ethics committee. They do not have the luxury of allowing evil to persist within their ranks. When it is found, it must be purged, and they ensure this is the case.

Quite the opposite; when coupled to experience, knowledge becomes an amazing tool. Then, in one final crossroad, the smart ones are separated from the wise ones, with the smart ones becoming O5s, and the *wise* ones being taken into the ethics committee.

You know, I really kind of feel this speech on the Ethics Committee. It reminds me of being a safety supervisor in general. Everyone thinks they are a joke and a pain in the ass, but those are the people going around, responsible for trying to make your workplace as safe as possible. And while I don't doubt that the Ethics Committee hasn't made their fair share of awful decisions, I doubt they just agree to throw a human life away all willy nilly. Because even if they don't care about D-Class, I imagine they cost some sort of money to get, train and keep (until dead or otherwise). I mean, even a group as big as the SCP needs to worry about how much they are spending and how needless it is. It's likely they also are responsible for writing stuff like JSA's and MSDS for the SCP.

If you cannot understand some, here is the quotations. Good afternoon, Doctor. Sit down. Your schedule has been cleared. Do not attempt to leave the room until you are told that this session is over. The door is already locked, but it is crucial you pay attention. Good. You are now part of the SCP Foundation's Ethics Committee. This is not a demotion. Sit down. Yes, you're terrified. You think you're being punished for some failure, some lapse of judgement, some horrible disaster that you were involved with. You think that your career with the Foundation is over. You might even have thought that 'transferred to the Ethics Committee' is a euphemism for 'killed'. This is not the case. You'll notice I said "killed" instead of "terminated". That's a deliberate choice. On the Ethics Committee, we don't use euphemisms. Because of the work that the SCP Foundation does, a lot of personnel think that the idea of the Foundation having an Ethics Committee is just a bad joke. Or they know that the Committee exists, but they've got the impression that we're an ineffectual laughingstock. A bunch of purposeless seat-fillers who wave a rubber stamp that says APPROVED, and never dare to voice an objection. Yes, I see you've heard the jokes. Here's one - 'how many members of the Ethics Committee does it take to change a lightbulb? None! The Ethics Committee can't change anything!' No, it's all right. You're meant to laugh. We make an effort to sustain the impression that we're useless, because we are the secret power within the SCP Foundation. Sit down. Yes, there are the O5s. They judge what is and isn't safe, and that's a vital and important function. But we are the ones who advise the O5s on what is and is not acceptable. You've done horrible, awful things while working for the Foundation - don't try to deny it, Doctor. We've all done horrible awful things while working for the Foundation. That is one of the unavoidable consequences of working with SCPs. And on occasion, you've wondered if we are the, quote unquote, bad guys. Well… we're not. And that is because of the Ethics Committee. This is your first lesson. Do you understand? Remember this: the Foundation is not evil. We do not torture people "just because". We are against unnecessary cruelty. Which means somebody has to decide when cruelty is necessary. And that somebody is us. Stop trembling. It is important that you remember this. It is your second lesson. The Foundation does not rule the world. The Foundation serves the world. Do you understand what that means? Regardless of what the general population might think it wants, what we do, what the Foundation does, is in the overall best interests of that general population. Yes, I'm sure you did realize that already… but you haven't thought of the deeper implications. You've consoled yourself by thinking that all the torture and murder is for the greater good. This implies that there is a greater good… and a lesser good. It implies that there are multiple distinct goods, and that these can be quantified and compared. This is what we on the Ethics Committee do. We are the ones who balance the moral costs of everything the Foundation does. And in order to balance those costs, we must know those costs. Do you realize what that means, Doctor? It means that we know everything the Foundation does, has done, and will ever do. Everything that has ever been redacted or expunged, we know it. Every last detail. Yes, including what SCP-447-2 does when it comes in contact with dead bodies. Yes, we know exactly what Procedure 110-Montauk is, too. We should. We're the ones who designed it. No, it's quite all right. It's a common reaction. Perhaps we shouldn't schedule these meetings directly after lunch, I suppose. Here, wipe your mouth. You will no longer be participating in active research. You may consider yourself a researcher at large, flitting from one project to another, from one site to another, at will. This is not a secret; you are welcome to tell all your friends that you have been transferred to the Ethics Committee… if you can deal with the jokes and the pity. You will observe what is done, and ask the participants - and yourself - why it is being done. If at any point you feel that something is excessive or unnecessary or wrong, you inform us. We will summon the people involved, and ask them questions, in that meek ineffectual way that your coworkers have mocked. And then, word will filter down from the O5s, through the many levels of our bureaucracy. And those who are unethical will be given reprimands which will be noted on their permanent record. Or their pay will be cut, or they will be demoted, or they will be transferred to another project. Or they will be shot for crimes against humanity. This is your third lesson. Remember it. The 'P' stands for 'Protect'. The Foundation protects humanity from SCPs, and we protect the Foundation from itself. We judge what is and is not acceptable for the Foundation to do. We balance evils so that on the whole, and in the long run, evil is minimized. No, you don't have a choice about being on the Committee.

I've always been a fan of the Ethics Committee. They have as much power as the 05s, they can override any decision made by the 05 Council if they feel they need to while the Council has no such power to override the Committee, and they even have their own personal MTF, Omega-1 "Law's Left Hand" to carry out any tasks they need to, up to and including arresting or eliminating the 05 Council if they are deemed to have abused their power and started to act unnecessarily unethical. They don't get as much respect as I feel they should, as the 05s are often depicted as having no equals or superiors beyond the Administrator.

You know, I was not convinced with this video compared with the other version. It seemed so... bland, so beige and honestly, a little amateur. As if the narrator was reading from the cards that were only giving to him five minutes ago. And then came the laugh. That magnificent laugh. With a few seconds it mad the entire video come alive, as if the guy was so jaded that the fact that he could laugh at such silly thing was a miracle in itself. I still think that the last video was better, but it's by a small margin instead of a gulf. Quite the great video and honestly, it deserve to be put in the scp wiki

Procedure 110-Montauk is used on SCP-231-7 to prevent another [Redacted.] Event from occurring. I personally do not have the authorization to know why the name of the event has been redacted, although I have my theories. It's for the best, unfortunately.

That too. An Ethics Committee is absolutely necessary. Hell. the guy who questioned it brought up D-class personnel, but it was probably the Ethics Committee who decided that hardened criminals, rapists and murderers, would be the only ones D-classed whenever possible. Without the Ethics Committee, inducting witnesses and retired Foundation employees as Class-D personnel would have probably replaced the amnesiac treatments.

I know this isn’t the purpose of this video: but I just need to say if you are trying to write an authoritarian regime in a story, this video is an excellent teacher. “We are against unnecessary cruelty; which means someone has to decide when cruelty is necessary,” such a powerful quote.
