It's confusing how does newly formed strand has overhangs, overhangs must be present on parent strand or template strand as, the telomerase adds extra nucleotides to it.

32-34 k per month for 2 years and 36k per month afterwords as stipend till 5th year of your PhD. You need to find lab and apply for PhD, go through interview process there before selection.
