A student maybe conditionally accepted but has to take English classes at the same time during the academic year. So it is expected they will be able to hold a conversation in English.

On the evening news they investigated a couple and they were empty buildings but people’s student visas were issued based on them being legitimate schools.

That's actually incorrect, they make many of them "report, at a reporting center" after they take their photo and fingerprints in order to get legitimate travel documents for them, unfortunately most will disappear after released and they'll abscond until rearrested and the game begins anew!
