A student maybe conditionally accepted but has to take English classes at the same time during the academic year. So it is expected they will be able to hold a conversation in English.

That's actually incorrect, they make many of them "report, at a reporting center" after they take their photo and fingerprints in order to get legitimate travel documents for them, unfortunately most will disappear after released and they'll abscond until rearrested and the game begins anew! I know a dude from Delhi applying for the same degree program in Germany. He has the Same money problems, same desperate voice and expects to scrape by with the extreme bare minimum while in school. I told him going to Europe is unrealistic and he's at risk of failure without resources.
