Kano tax. If you are lucky having a good filipina in- law with some admin skills, then she can be your contractor builder. You can shave like 30% from the cost of building if you contract yourself. Buy your materials and hire the people l. You just need a good engineer and lawyer.

Baguio City is always a haven for retirees both locals and foreign. Because of the cool weather. Which is near La Union: the surfing capital of the North. Next is the Subic Bay in Zambales for foreigners who like to live wet and wild because it has too many bars and its wild fauna & flora are so abundant because it has preserved jungles. It has many untouched islands that are white sands.
