The drs being stuck open in this game does effect the car but since the car is maxed out it can naturally produce enough downforce so it barely affects you.

Same thing happened to me in Singapore. AI boxed for full wets, I stayed out on inters, and won the race by 40 seconds. And I started 12rh.

Ocon feels guilty to what he did to Verstappen in 2018 at this track, so he intentionally block you to help Verstappen for the Championship fight. I think this is the reasonable explanation.
