When the home countries refuse to take their own citizens back unless the paperwork is perfect, we need to start refusing entry to anyone else from that country. You are expected to committ to 20+ hours of study outside of the classroom via study groups (or meeting friends), conducting your own research, preparation for exams, maintaining healthy lifestyle of diet, exercise and (very important but most students deprive themselves) sleep!. 12 hours classroom time doesnt manifest achievement on its own! Well, think of it as this. For engineering, experience is king when getting hired- so you can work in your own trade and get better at it. At my university - all students could only work 19.5hrs, citizen or not.

Foreign students are allowed to work a maximum amount of hours in basically all western countries, to help pay for their tuition and living costs, and they also have to pay a lot higher tuition fees than non foreigners.
